I had a problem like this -- it wasn't fixed till a tech came around 
while the lines were still wet.  It happened that by that time it was 
also a head tech -- the first-level techs had evidently kicked the 
problem upstairs.  He just wen out, looked at the cables on the poles, 
and pointed out where a squirrel had chewed through the insulation.

After Rewiring my connection through another strand of the cable, and 
everything was fine.
