Just saw a new ad for Videotron in the "24 Heures" they give at the metro. It was the first time I saw an ISP using "no bandwidth throttling" as a selling point. Direct quote:

"Avec nous, vous n'etes pas ralenti, peu importe votre utilisation
d'Internet".
