[MLUG] fishing with a strange request

I had someone ask me recently is there a way via a Windows system to run a
Linux shell from a usb stick?
Of course there are options such as cygwin and vms of several flavours which
must be installed and there is the possibility of booting to a live cd.
None of these were appropriate.

Does anyone know of a standalone linux/shell instance application that runs
under Windoze ?
