Well, the Debian eee wiki pages now list the 1000HE, and have a web page on it.
It seems to be a lot of configuratin/hardware description. Some of their
charts seem to suggest they're aware of the wifi chip the 1000HE use, and
think they have the right drivers.
But if you say it doesn't work, maybe you should tell them with a bug report
or a question.
Or have you (or they) figured out what Ubuntu is doing right and Debian
is doing wrong in the meantime?
